A Nigerian popular common sense Senator Mr. Ben Bruce refuses to account for N140 Million constituency funds, says hold Ministry of Agriculture responsible and stop asking me to account for the funds.
Bruce in the 2017 National Budget inserted the sum of N140 million, under the deal, the common sense Senator, said he will carry out crop cultivation and animal husbandry as constituency projects in Brass, Nembe and Ogbia LGA, Bayelsa East Senatorial District of Bayelsa state, a constituency he represents at the National Assembly.
Bruce carried out the hatched plan with Ministry of Agriculture, this is a clear example of how Nigerian Lawmakers work out plan with the MDAs to pad huge sums of monies in the National budget and get them diverted under the cover of constituency projects.
Constituency project funds are intervention funds giving to Lawmakers to carry out development projects in their communities targeting the rural dwellers with the poor and the vulnerable at the centre of consideration.
Nigeria practice has shown this practice is often abused as Lawmakers simply get the money and divert it with blatant impunity and rascality.
As part of its mandate, monitoring government projects, Tracka sought the explanation of Mr. Bruce to make information on how the N140 million he collected was expended, an action that has angered Bruce WAR learned.
Ben Bruce, told the organization I am not under any obligation to account for monies collected for constituency projects. He directed Tracka to go to Ministry of Agriculture for any information and not to bother him hence forth.
Mr. Ilevbaoje Uadamen, Head, Tracka, said Bruce rejected an FOI request asking him to account for monies he collected, he explains how Bruce said he is under no obligation to account for constituency funds, and said if they want any information, they should go to Ministry of Agriculture.
We are not given up, we are sending letters to Ministry of Agriculture and Bruce again, Uadamen, disclosed to WAR.
This is even happening as Bruce has constantly, presented himself as an integrity Senator.
A source close to Bruce who lives in Bayelsa, a constituency the projects are to be sited who spoke on condition of anonymity said there is no single project promised by Bruce that is seen on site.
Clifford Adenta who works in the National Assembly told WAR that the Lawmakers have diverted huge funds using constituency projects as a cover. Asked why Lawmakers are refusing to account for the funds, he said the funds are made to be diverted from the outset, he explains how Lawmakers have perfected plans to access public funds under the unholy practice of constituency project.
