A Civil Society Organization, Elites Network for Sustainable Development has said it has uncovered how Mr. Zakari Muhammad, a Nigerian lawmaker, from Kawara state at the House of Representatives could not account for the N32 million constituency project he nominated in the 2017 National Budget.
In a letter seen by WEST AFRICA REPORTERS (WAR), the organization wrote to the National Centre for Agricultural Mechanization (NCAM) using the Freedom of Information Act.
In the FOI request, the organization asked the Centre to make available financial details, execution status and location of the “Supply of two tractors and projects implemented in Baruten/Kaiama Federal Constituency of Kwara State” nominated by Zakari Muhammad as constituency project in the 2017 National Budget.
In a response, the Centre, reveals that N29 million was paid to Nuellika Infinity Ltd, a contractor that was awarded the contract.
The company is located at Suite 4, NNPC Filling Station, Gwarinpa area of Abuja, the Nigeria capital city.
Although the Centre received the sum of N32 million from the Federal Ministry of Finance, it only released N29 million to the contractor, retaining the remaining sum to itself.
When the organization demanded NCAM, to make available the location of the project sites and tractors purchased available so they can ascertain the project implementation, the agency said, it has done its part and delivered to Zakari.
The agency instructed the organization to contact Zakari for locations of the project and where the tractors are kept.
Mr. Alagbonsi Abdullateef, Ph.D. and coordinator of Elites Network said they contacted Zakarai severally, but he declined to speak to any of them.
Alagbonsi said their investigation shows Zakari may have shortchanged his people, as no community in Baruten and/or Kaiama, a constituency he represents received any tractor and no project implemented in any of the communities.
Farmers from the constituency told the Elite team, they rent tractors and other farming equipment from Oyo and Niger States whenever they need them.
